State of Delaware

A data-driven approach to real estate decisions

In our latest government project, PLASTARC works with the state of Delaware to design a more efficient real estate portfolio, for numerous buildings scattered throughout the state.

The state of Delaware’s Office of Management and Budget, on behalf of the State of Delaware, is undertaking a multi-year effort to reconfigure its current real estate portfolio of owned and leased properties to better serve the state’s current and future workforce. Through a competitive vendor selection process, PLASTARC has been engaged to provide data-driven evaluations and recommendations that align with the evolving needs of the state's workforce.

The goal of our assessment is to categorize each building into three actionable categories: maintaining as-is, exiting, or investing and renovating for future use. This approach ensures Delaware can strategically manage its real estate assets for both immediate and long-term benefits.

A key focus of the project is to create functional, flexible office spaces and work environments, where we assess the suitability of a significant number of properties to support modern, flexible work. By evaluating these properties, we provide recommendations for renovations and design interventions that align with the evolving needs of Delaware’s workforce, emphasizing both functionality and user experience.

For individual buildings, we apply a data-driven approach to assess their potential for flexible work solutions. This includes initial design propositions for renovations that enhance productivity and collaboration in a the work environment, ensuring Delaware is equipped with adaptable workspaces for the future.
